Upon submission of the petition under this article to the board of county commissioners,
the petitioner shall pay all notice, publishing and recording costs related to or
arising from such petition. Additionally, the board of county commissioners may set,
by resolution, such fees as are reasonable to cover the cost of administrative review
and investigation, costs of notice and such other reasonable administrative costs
as are incurred in the processing of such petitions.
