§ 16-81. Adopt-a-Highway Program.

  • The county hereby establishes an Adopt-A-Highway Program to give local citizens an opportunity to help keep roads and streets clean and attractive throughout the county. Interested individuals or groups of people may volunteer to keep a section of roadway clear of litter with regular cleanups provided they comply with the policies and procedures established for the program. Volunteers are responsible for performing litter removal, in strict accordance with the department accident prevention manual, safe fieldwork practices, the "Federal Manual on Uniform Traffic Control Device" (MUTCD), and Florida Department of Transportation Design Roadway and Standard Index 602, not less than twice-annually on a designated two-mile adopted road section. To assist volunteers who sign on to the program, the county will (1) assist with safety meetings, (2) provide safety vests, safety signs, and litter-bags, (3) pick-up collected litter at specific, pre-arranged locations, and (4) post Adopt-A-Highway signs recognizing the volunteer group at the beginning and end of their section. The county administrator is authorized to promulgate policies and procedures for the implementation of the Adopt-A-Highway Program, and the county administrator is authorized to carry out the duties necessary to implement and manage an Adopt-A-Highway Program in accordance with this section.
