§ 12-48. Sumter County's Affordable Housing Incentive Review and Implementation Process.

  • (a)

    Description. Sumter County reviews the statutorily mandated incentives as required and prepares a recommendation report for the board of county commissioners of Sumter County to consider if changes are necessary to make housing more available. Each incentive adopted is described in the Local Housing Assistance Plan (LHAP).

    (b)

    Adoption. Within ninety (90) days after the receipt date of the affordable housing incentive recommendations from the affordable housing advisory committee, the board of county commissioners of Sumter County shall adopt a new or revised Local Housing Assistance Plan (LHAP). The LHAP shall describe the adoption of specific initiatives to encourage or facilitate affordable housing, a schedule for implementation and must include, at a minimum:

    (1)

    Expedited permit processing for affordable housing projects where feasible,

    (2)

    An ongoing process for review of local, policies, ordinances, regulations, and comprehensive plan provisions that significantly impact the cost of housing.

    (c)

    Notification. Upon adoption of the Local Housing Assistance Plan (LHAP), the board of county commissioners of Sumter County shall so notify the Florida Housing Finance Corporation by email. Florida Housing Finance Corporation must receive a copy of the approved LHAP, including all exhibits, and the recommendation report via email in a word document format.
