§ 12-46. Implementation and administration of the program.

  • (a)

    Implementation. Implementation of the program and plan shall involve, to the greatest extent possible, the county, municipalities, lending institutions, for-profit and non-profit housing developers, community-based housing and service organizations, and providers of professional services relating to affordable housing.

    (b)

    Administration. The Housing Service Department (sometimes referred to herein as housing services) is hereby established under the quality of the service level and within the division set forth by the county administrator and approved by the board of county commissioners to be responsible for implementation and administration of the program. The duties of housing services shall include, but are not necessarily limited to, the following:

    (1)

    To work with the local housing partnership in implementing and administering the program. In this capacity, housing services shall monitor the success of the program and plan, develop proposals, and provide advice and suggestions to the partnership related to improvement of the program.

    (2)

    To assist the Florida Housing Finance Corporation in facilitating state funding programs which provide purchase assistance, structural improvements to existing housing and construction of new housing within the community. Housing services will set up advertisements and workshops to advise potential homebuyers and existing homeowners of available funding for each program.

    (3)

    To work with the "Partnership" to pursue state, federal and private sector funding programs and sources to maximize the production of eligible housing through the "Program." Funds may be leveraged with or used to supplement other Florida Housing Finance Corporation programs and to provide local match to obtain housing grants or programs.

    (4)

    To actively work with local community organizations to unite families with the proper agency to assist with their individual needs.

    (5)

    To develop and use a qualification system for applicants for awards consistent with the intent of the program and F.S. §§ 420.907—420.9079.

    (6)

    When required, to annually monitor and determine tenant eligibility and amount of subsidy pursuant to the provisions of this article, F.S. §§ 420.907—420.9079, and Rule 9I-37.015, F.A.C.

    (7)

    In implementing and administering the program and plan, housing services shall ensure that the requirements of subsection 12-44(e) are complied with.

    (8)

    To strengthen the community by creating, promoting and sustaining diversified affordable housing opportunities to help enhance the quality of life for each resident.

    (9)

    Monitor financial management to ensure enough resources exist to carry out the operation of all housing programs and the resources are utilized in an effective manner.
